combining layers

In OneNote 2007, is there any way to combine layers? I upload my handwritten
notes, then highlight them in ON, but if I move the handwritten layer, the
highlight does not go with it. Can I combine or group these layers so they
move as one unit? Thanks.

No.
Unfortunately ON does not have the feature to combine elments by
grouping them.
OMI eine of the most serious drawbacks in this fantastic piece of
software.
