This is one method using the Forms Toolbar within Excel
You need a list of items somewhere on your spreadsheet
(these are what will appear in the combo box)
Select View > Toolbars > Forms
Click on the icon for Combo Box
Move to where you want the Combo Box and click and drag
Right click the Combo Box and select Format Control
The Input Range is the location of your data
The Cell Link is a cell anywhere on your spreadsheet that
holds the value of any selection made from the Combo Box
