Combo dropdown box

user get problem with excel sheet and combo box when
she add combo box , save the changes, reopen it the first
is blocked, she saved it again reopen , the 2 first are
not working and if she saved it again and reopen it will
be the 3 first ..and again and again.

Installed all windows updates and Office updates but same
problem.

Anybody seen this before!?
