command & menu bars missing

Somehow the command bars (File, Edit, View, Fav etc) and all other menu/toolbars are missing from our Word. We have tried reinstalling without any luck. Can someone please advise as to how we can restore Word to it's original status?

Open WORD with a document.
Press <ALT-T> - does that open the TOOLS menu ?
Click on Customise, Toolbars etc.
Also, Customise, Commands, scroll to the bottom, and
select Buitl-in menus.

Key F10 normally finds the "File", Edit, etc menu.
