CommandBars - locked buttons

I've seen a toolbar which can be locked/unlocked I do that already - but the buttons are locked you cannot drag them with the customize button they are fixed? I looked up CommandBarButton f2 but I am none the wiser!

Does anyone know the nifty vba code for this - it beats locking/unlocking?
