If you really mean a 'comment', then you will need to do this manually.

But if you mean the balloons that show 'Deleted' or 'Inserted' changes, then
you can apply these by accepting the change (from the Reviewing toolbar or
right-click menu)>

My understanding of the purpose of a comment in a document
and the understanding that my boss has are different. He
will make a change in a document using the comment
balloon. Then he will have be pull the document up -
thinking all I have to do is hit accept all changes in the
document and it should insert it in the document. If this
is so, I have not found a way to do this. Is this
possible without me doing the changing manually from what
he has in the comment? After making the changes manuall,
I have to delete the comment. Help???

Your boss should be editing the document with Revision Marks on. This
marks all changes. Then you "accept" all changes when he gives you back
the doc. Or the boss can do it. Teach your boss to do it this way,
rather than using Comments (which serve a different purpose).
