Committed/Proposed Permission

Is it possible to prevent a Project Server group or user from "Committing"
resources. In other words I want a specific group to only have permissions
to "Propose" a resource.

I believe that there is the ability in the Admin area of Web Access
that can apply or revoke this feature based on either role or group.
You will need to be an Administrator to do this. Note, however, that
all Project Managers (role) that can access the project will still have
the ability to commit resources through Project Professional even if
they do not in Web Access.

This is not possible within Project Server, therefore, you need to make this
a training and performance issue with your people. Hope this helps.
