Company wide templates?

How could I develop templates that everyone in the company can use, without
having them copy the .oft file to each machine?

I looked into the "Organization Forms Library" but this seems to be for
forms only, not templates. I'm not sure.

What kind of template are you trying to create?
What is it for and what does it contain?

If it is just a text template, then you could store the txt-files or
html-files of the templates on a server and users can insert the contents of
it via;
Insert-> File-> Insert as Text (expand the Insert button to see that option)

There are many other ways to work with templates in Outlook. For an overview
