Company will not open. Office Accounting Pro 2008.

I was having problems with my comp so I backed everything up and reset comp
back to factory setting. Reinstalled all programs restored backup for Office
Accounting Pro 2008. File uncompressed moved it from that location to
C:\Users\(user)\Documents\Small Business Accounting\Companies. I then start
accounting program, click open existing company, select my .sbc file.

Get message. The company could not be opened or accessed was denied. Please
ensure that access has been granted and that company database exists.

Not sure what is wrong I have full access on comp.
