I have Office 2004 for Mac Version 11.3.7 running on OS X 10.4.10 and
would like to find a way to be able to read the new htm/zip files with
xlsx, docx, etc... extensions. Has Microsoft come out with a
compatibilty package for the Office 2004 for Mac similar to what now
exists for Office for Windows XP? And if not, is there any other
software around tat allows one to read these files on a Mac w/ OS
X ???

There is a beta importer from Microsoft.
Apple's Pages in iWork08 does a fair job.
One of the Open Source things is supposed to be OK.

I wouldn't run my business on any of their translations.

The Microsoft/Mac home page lists the latest converter. The current beta is
Word-only. It will be replaced with a more useful one, but I can't guess
when.

The final versions will not be available until after Office 2008 ships
(probably at nearly the same time as O2008 ships).

That's because the "converters" are actually most of the engine of the new
products (without the user interface) and they're not ready yet :)
