Complete Clean Uninstall Outlook 2003

Some history
Business owner wants to share his contacts and allow office staff to send
email to all contacts and make changes to all contacts.
Step 1: I shared his (owners) contacts with all users and gave them editor
rights.
Step 2: Enable users to click on the "To" button and have owners shared
contacts come up first as address list.
Step 2a: (on user system) Closed Outlook and opened mail icon in control
panel. Then, I changed the mail from local user to owner.
Step 2b: Started outlook. Had to log on as owner. Select "contacts" and then
properties. Selected to show owners contacts as an address book. Step 2c:
Closed Outlook. Used mail icon from control panel. Removed owner (person that
wants to share contacts) and added the local user back.
Step 2d: Opened Outlook. Tools/Address Book and selected Tools/options and
changed to display owner's address book as the first lookup.
Step 3: Tested by starting an new email. The owner's contacts appeared and I
was able to select clients.
Step 4: Closed Outlook and opened the mail icon in control panel. Selected
view or change button and opened up properties for account. "More Settings"
and then selected Advanced tab. Added owner to "Open additional mailboxes"
Step 5: Opened Outlook. Now I can see the owners mailbox. I have no access
to anything but contacts. Go to folder view, right click on owners contacts
and select add to favorites. Now the user can see the contacts in his contact
folder and can select clients for update.

This process worked fine for most individuals. Now however, I have one
employee that it does not work for. I need to perform a clean install of
Outlook. I have uninstalled office a couple of times. Each time I go to the
Outlook folder under the "LocalSettings" folder. I delete all items in that
folder. Then I re-install and when I bring Outlook back up the same problem
occurs (system want user id and password of owner and nothing I enter works).
I just want to start out with a clean pristine copy of outlook. I know how to
perform the tasks needed (perhaps there is a better way). But I cannot get a
clean copy of Outlook without prior settings showing up. Are there registry
entries that need to be cleared? Are there other files that need to be
deleted?
