Complete completed tasks

Hi,

I have a problem, our resources are using PWA to enter actual work, but they
often forget to enter remaining work zero when task is completed. So i need
somehow to complete those tasks by myself (becouse i know that product
already is released and that all tasks is completed; sending mails and
asking to enter remaining duaration takes to much time). what is recommended
way to complete resource's tasks?

P.S. If i push tracking toolbar 100 proc. complete actual values are changed
and that is no good. I need leave actual value unchanged.
