%Complete is not reflecting properly at PWA

Hello Team,
There are tasks in this plan that show 100% work complete in
the work plan but 0% in PWA. These were part of the baseline plan but later
not worked so there are no actual work or remaining work. We do not want to
delete the tasks since we need the baseline to stay intact. We've had this
issue before and PWA showed the tasks completed so we think it is a
publishing issue.
We have republished the workplan many times and using MSP-2003.

You might try the following:

1. Open the offending project.
2. Select the tasks whose % Complete does not show up in PWA.
3. Click Collaborate - Publish - Republish Assignments.
4. Select the "Ovewrite actual work entered by resources" option.
5. Click OK.
