A Project plan is complete when all performance tasks (tasks with
assigned resources) show 100 in the % Complete field. That's the simple
answer. The next question is, do you want to show the project complete
because everything is done or has the project been cancelled or
otherwise terminated and you just want to capture the actuals to date?
If the project is indeed "complete", make sure all performance tasks
show 100%. One simple way to ensure all tasks show as complete is to go
to Tools/Tracking/Update Project and update work complete on the entire
project through the Project Finish Date. Then do a Save As to archive
the file for possible historical use.
If you want to terminate a project I would probably set up a filter to
find all active tasks (i.e. tasks that do NOT have "NA" in the Actual
Start field) and then set the Actual Finish date for those tasks to the
termination date. Depending on what your end goal is, you may or may not
want to update baseline values. Then do a Save As.
