My problem is that on multi-user computers, Office 2007 seems to be
personalized for the first person who runs the application. I read that if
someone includes Office in an image, he/she must not run Office before taking
the image.
Unfortunately, someone did run it before we took an image. Now, any user who
logs in on an imaged computer gets Office personalized for the original user.
The image was sent to over 900 computers. So, I need a way to fix this
problem on a large scale.
I thought I could fix the problem by completely uninstalling the program and
reinstalling.
I did the following on a freshly imaged test computer.
1. Uninstalled Office 2007 using Add/Remove Programs.
2. Followed the steps outlined in Microsoft KB Article 928218
3. Reinstalled Office 2007
After the reinstalling, I logged in as a new user to the computer, but
Office was still personalized for the original pre-image user. In other
words, under user name listed under "Personalize your copy of Microsoft
Office" we see the name of the first user, not the currently logged in user.
I don't know if it's related, but, occasionally, when a user tries to open
files from our network, they get a message that the file is open for editing
by <original user>. We know for a fact that the files are not open.
It almost seems like Office 2007 cannot be personalized for each user on a
multi-user system.

Open the RTM issues page listed below. You'll find a KB there for the
complete removal of Office 2007 Beta. It works for the released version
too.
Note that the steps don't remove the non-version specific registry keys
in HKCU\Software\Microsoft\Office and HKLM\Software\Microsoft\Office

What I want to do is to completely uninstall Office 2007 from a computer and
reinstall it. But, after the reinstall, I want Office to behave as if it is
the very first time the program has ever run under a user's login. I believe
I need a complete uninstall because just using Add/Remove Programs doesn't do
it without leaving a trace. Is there a KB that explains a complete uninstall
or a utility?
