Completely Remove Outlook 2002

Something happened yesterday to remove the "send" feature
from the menu bar (under Tools). The send/receive button
does not work. I am using an ISP that employs POP/SMTP. I
have tried to remove Outlook and "start over" but there
are settings or files hanging around because a re-install
seems to have no effect.... All my old info is still
there. What needs to be deleted to wipe Outlook and start
over??

Yeah ever since Microsoft introduced their crappy current
installer nothing installs (or uninstalls properly). It's
more of an anti-piracy tool than an improved installation
program.

Have you tried deleting the directory\folder Outlook was
installed in? Also check for settings in your profile in
C:\DOCUMENTS AND SETTINGS\%PROFILE%, where %PROFILE% - is
your Windows logon name. Assumptions made with regard to
the profile comments - you're using Windows XP or Windows
2000.
