Completing a COUNTBLANK after a COUNTIF Statement in Excel 2007

Hello,
I am trying to complete a automated report by completing a COUNTIF on a Spreadsheet to give me the Total, and then complete a COUNTBLANK to give me the missing. I will use these to complete a simeple graph.

Example: Need to send reports to the Department heads so looking to complete a COUNTIF on Column B then compelte a COUNTBLANK on Column C of those results.

Any assistance is greatly appreciated.

More Info:

The way i am completing this today is by sorting the information in the table by department and completing a COUNTBLANK agaisnt phone number for the specific rows that are for each department.

Issue being that if I modify the sort by or add additional rows it competly breaks the formulas and I have to update them which comsumes alot of time on a spreadsheet having nearly 900 rows and 20+ departmetns to provide reports from.

Please let me know if I can provide any additiona infroamtion that might help determining a solution if one exists.
