Completing a task before starting another task

For some reason I'm just not getting this. Why can you setup a project with
three task. The first being a prodecessor of the second and the second being
a predecessor of the third. Then someone can go in and apply time to the
third task or even complete it while the first two tasks haven't even been
started?

In PWA, why does the system send an email just becasue the start date is
hit, even if the predecessor's haven't been completed?

Assuming that they really did finish the tasks then the only problem here is that the predecessor links were incorrect. The predecessor tasks did NOT have to finish before the others could be started. The only other problem is that there was a communications gap between the PM who set down a preference for the order in which the tasks should have been done and the resource that did them. The resource did not 'get the memo' that task 1 had to be done first.
