complex tracking question/scenario

in the new project server 2007 is there a way to track user and admin updates
and usage from a super admin or granular level, this has been a problem for
me with project server 2000. (I have people that update there workflow to
reflect ontime completion of tasks after the task was due to be completed and
we have no way to "prove" they have made that change

People process tools. You will need to rely on people and processes
sometime. Certainly there is no super admin role.
