Compose Mode

When the user opens the form the first time, I am assuming
this is called the compose mode.

When the user sends the form on to the next person, how
can I keep the form in compose mode instead of read mode??

Try clicking Form, and un-check SeparateReadLayout. I think this is
what you're looking for.
