Composing in Outlook 2003

I send out a newsletter that I create in Publisher, save as a jpg which is
then inserted into the body of an email and sent out. This has worked fine
for a long time but now all of a sudden the graphic looks all shrunken after
insertion and is too small to read. I can expand it by clicking on "resize"
but then it is too big and distorted on the horizontal plane. All attempts
at resizing it fail to correct the problem. Any suggestions?
