Computer cannot use outlook anymore - even after reinstall

I have here a system, which cannot run outlook anymore - even after
reinstallation. The system is running under Vista in German language.

The computer used Office Pro 2003 German, when the user reported the
error, that he cannot send and receive emails anymore. The problem was
obviously a software error. Settings for data files or accounts could
no longer be entered, because selecting the menu (i.e. Tools-
Accounts) causes an error message: "This process could not be
executed due to a registry or installation problem. Please restart
Outlook, if the problem continues, reinstall Outlook" (Translation
from German). No event log entry is recorded.

Since we bought some time ago Office 2007 Pro, I tried to solve the
problem with the latest version of Outlook. The same problem as
described above appears in Outlook 2007.

I uninstalled Office, deleted all additional files, followed KB 928218
"How to uninstall Office 2007 manually", used a registry cleaning
tool. It is really awful, Office spreads like a virus in dozends of
different registry keys and folders and uninstall does not clean
everything. I am not sure if I found everything. After a new
installation of Office 2007 I still get the same problem in Outlook.

It seems the computer cannot use Outlook anymore.

Any ideas what I can do - except reinstall the operating system and
all applications?

Try the Mail Applet in the Control Panel to create - not copy - a new
profile, add the accounts & a new data file

Using registry cleaning tools can be a self defeating process in that they
may cause further issues.
You can use the system file checker in your o/s, which may be adviseable
since you used a registry cleaning tool
