Computer restarts instead of shutting down.

Windows XP Media. When turn off computer (at START) my computer restarts. I
ticked off automatic restart, Blue Screen comes up and
"IRQL_Not_Less_or_Equal"
"Stop:0X0000000A (0X000000B0, 0X00000002, 0X00000000, 0X804EF320, OSVER
5_1-2600, SP:2_0, Product:256_1. I have recently install a Webcam "Logitech
Pro 5000, I don't know if this is causing my problem?. I have uninstalled it
and I still have the same error. I try to restore to an early date but it
will not accept any prior dates. Can anybody tell me what to do next?
