Conceptual: Resource manager

Hello:

I'm studying applying RBS for resource management.

My organization likes to plan projects with project
managers having access to all available resources so that
plans are completely defined by project managers.

I have some "special" resources that I would like to treat
differently. I want a resource manager to "approve"
asignments of tasks for those resources.

That means:

Every project manager should be able to build a team with
all resources and assign them to their project tasks.

A resource manager should get a mail alerting of
assigmnets of his RBS resources (those special resources)
when project is published.

The resource manager should be able to approve or confirm
those assignments.

Is this possible?
What possible workflows do we have in EPM 2003 to include
a resource manager role?
Other suggestions?

My requirements is to make things as simple as possible
since resources might not have a lot of time for training.

What you wish to do within the system is not possible, as far as involving
the resource manager in the manner you wish. If you wish for your project
managers to see all resources in the system, make sure the My Organization
category is included in the Project Managers group. In Project Server,
there is no method for triggering an alert to a resource manager that
his/her resources have been assigned to a project, and there is no method
for the resource manager to approve or deny the assignments, short of
reviewing them in the actual project in Microsoft Project Professional.
Because of this, I would recommend that you develop some sort of methodology
that requires the PM's to confer with the RM any time they wish to use
his/her resources. Hope this helps.

The other way of managing would be to restrict the build
team features or assign resources features of project
managers for those special resources, and force them to
use generic resources.

Then allow permissions so that the resource manager would
have to access the project generated by the project
manager and substitute such generic resources with the
real ones using the substitute resources feature of
project professional.

Is this correct?

Yes, I suppose that approach would work, but that does not meet your
original criteria. You might as well give it a try and see if this works.
However, I am concerned that your project managers may not appreciate what
you are trying to do with the software, when it would be easier for them to
collaborate in person with the resource manager in question. Hope this
helps.

Jose:

I suggest that you experiment with Task delegation for these types of tasks.
You can easily make these specific resources unavailable to PMs and have
them assign the tasks to the managers for delegation instead.

I was thinking on that, my only doubt is that when you
delegate a task you can't change dates or other features
related with the assignment, can't you?

You are correct, you're limited in that regard.
