Conditional Formating

Apply conditional format condition to all cells that
might eventually contain data and need this border - as
follows:

"Formula Is" =B1<>""

Paint your format in the Condtional Formatting for how
you want things to look when the cell has data in it.

In this case, the format is applied to cell B1.
