Yes. As an example, assume you wish to turn B1 blue if A1
is greater or equal than 5.

1. Click on B1.
2. Format > Conditional Formatting
3. Select "Formula Is" and in the box put:
=A1>=5
4. Click on the Format button and format as desired.
