Conditional Formatting based on submit status

I would like to provide a visual cue to the user when a record they are
editing is "dirty" (data has not yet been submitted); also, perhaps, to be
able to enable/disable a "Submit" button dependig on whether there are any
changes that need to be submitted. Can anyone tell me how to do this?
