Conditional formatting problems

I have two text boxes in a report whose data sources are
expressions. The first one's source is simply the sum of a
text box in the preceeding group, the second's is the value
of a "running sum" text box in the preceeding group. (I am
using a running sum text box with a data source of
"=iif(..." because I only want to include the contents of a
field in the sum based on the contents of another field in
that record.)

The two boxes contain the correct figures but the problem
comes when I use conditional formatting. I want to compare
the contents of the first text box with the second and
format the first box according to the percentage difference
(within -10%, + 10%, and over 10%). It simply doesn't
work. As far as I can tell the formatting seems to be
almost random.

As a quick test I created a third box displaying the
difference between the first two. I then simply
conditionally formatted that box to show in red when the
figure is negative. Although the figure is correct the
formatting isn't.

Has anyone any idea why this might happen and is there any
way to get around it?
