Conditional Formatting using an IF() based formula

I am trying to use conditional formatting with an IF statement in the formula.

I want cell U13 to go grey if the content of cell C3 equals that of cell B2.

However, I do not want to place a value with cell U13 to trigger the formatting as I will be using the cell to store other information.

So is there a way of setting a conditional format for cell U13 using an IF statement?

Select cell U13 & go into the Conditional Formatting dialog. Open the list
which defaults to Cell Value Is & select Formula is, then enter the
following formula: =C3=B2 Set your formatting & OK out of the dialog.

There is no need for an IF() statement - the IF is implicit in the
*conditional* formatting feature :)
