1. Highlight cell to format.
2. Click FORMAT, CONDITIONAL FORMATTING.
3. Use drop down arrow to change Condition1 to Formula Is.
4. Place cursor in formula window
5. Click on the cell on which to base the formatting.
Add formula. For example
=$C$4<=3
6. Click the Format button in the Conditional Formatting
window.
7. Use Patterns tab to select a shading color; use Font
tab to select a font color. Make selections.
8. Click OK to go back to Conditional Formatting window.
9. Change value in Formula to relative value. For example,
change $C$4 to $C4 to make column reference absolute but
row reference variable.
10. Click OK to close window.
11. Copy formatting to other cells using the format
painter:
11a. With formatted cell highlighted, Double-click the
Format Painter (little yellow paintbrush on Standard
formatting bar.)
11b. Click on all other cells to which to apply
conditional formatting.
11c. De-Select Format Painter.
Voila, you're done.
