conditional formatting

Hi,
In conditional formatting is there a way to format cells
to "Blue" if the cell is a value and "Black" if the cell
is a formula.

If it is not possible, any suggestions to solve this
problem?..

Not in conditional formatting, as this can only see the result of a formula,
not the fact that it is a formula.
You can use a static format to indicate cells with formulas. (Of course, if
you add or remove formulas you will also have to add or remove formatting.)
To do this, use
Edit > Go To > Special > Formulas
to select all cells containing formulas, which you can then format all
together.
