conditional formatting

I have been trying to change the text color of a
spreadsheet cell based on the value of another cell and
to display the value in either black text if the content
is in a particular range or display it in red if it is
out of range. Is this possible?

Yes this is possible. If you can be more specific we can
give you a detailed solution that would be easier to
understand vs a general overview.

Assuming the cell to format is A1 based on the content of B1. Select A1
and.........

Format>Conditional Formatting>Formula is:

=B1>X (where X is top of range) Format>Font>Red

Note: three different formats and conditions can be designated. Four if you
count Excel's default black text.
