Yes, that's correct.

Here is what is interesting though. If you create a workbook in Excel 2007,
add more than three conditional formatting rules and then open that same
document in Excel 2008, all the rules work!! Makes me think that the
restriction on 3 conditions in 2008 is merely a front-end restriction since
the feature actually works.
