Conditional "Keep with next"?

In Word 2007 is there a way to force a paragraph of one line to "Keep with
next", but allow a paragraph of multiple lines to break across a page.

It has been reported that "Keep with next" also implies "Keep lines
together," which is counter-intuitive but, apparently, a design choice. :-(

However, if you first clear "Keep with next" so that the paragraph is
allowed to break, and then apply "Keep with next" the paragraph should stay
"split."

Would that that were true! Unfortunately, Word is very literal about this.
If you have a four-line paragraph formatted as "Keep with next," and only
two or three lines will fit on the page, Word will split the paragraph after
the first two lines, leaving the last two lines with the following
paragraph. But if all four lines of the paragraph fit on the page (but none
of the following paragraph), Word will not split the paragraph early
(leaving two empty lines at the bottom of the page) but instead will move
the entire paragraph to the next page to be with the following paragraph,
leaving four or more empty lines at the bottom of the previous page. I find
this counterintuitive and annoying, but we've been told it's by design.

I suppose I was reassured (if that's the right word) to learn that this
behavior is by design, but that doesn't make me like it any more. It just
doesn't make sense to move an entire paragraph (or perhaps dozens of lines)
when it would suffice to move two lines of it to the next page. But, not
being a programmer, I don't know how complex the code might have to be to do
it the way I think is logical.

I don't like it either, and we don't have to, of course. But knowing how
it works is helpful.
