You probably not install Office correctly. Reinstall office and INSTALL ALL
COMPONENTS.

Are you running both Word 2007 and Word 2003 on the same machine? If so, see
the "Hacking the Registry" section of the article at
http://www.gmayor.com/Toolbars_in_word_2007.htm.

If that's not it, try logging in as Administrator and see if that makes the
installation finish correctly.

If there is something wrong with the installation, repairing it should do.
Note that reinstalling usually does *not* help in situations such as this
one.
