Configure Microsoft Office Project Server = 404

I'm getting a 404 error (The page cannot be found) on this and am struggling
to know where to start. I've checked IIS and the ProjectServer publishing is
correct, https://localhost/ProjectServer/Admin/Admin.asp looks like it should
go.

I've downloaded EditSite and when I test my ProjectServer virutal directory
I get a failed test result for Database, Virtual Directory, MSADC, and
Registry all pass.

Any pointers please?

Check out password to MSProjectServerUser and MSProjectUser, alter the
directory security settings int the MDAC vistural folder to permit anonymous
access and apply to all.
