Configuring Offline of Drafts and Outbox, help

Wondering if someone can give me some advice. Users are complaining
that the messages that sit in the outbox aren't sending after
connecting to the network.
Also, there have been complaints that messages are sitting in the
Drafts folder after being sent. Should I not have drafts set to sync
offline? Thanks in advance. mike.

The machines used are:
Latitude D600
Windows 2000 Professional
Office 2002 Professional
