Configuring outlook accounts

My outlook will not respond to anything I have tried. It opens to
(configuring outlook accounts) With an error ( the connection to microsoft
exchange server is unavailable. Outlook must be online or connected to
compleate action). I am online, and have tried to change e-mail accounts. I
cannot access anything on program, and any attempt to change anything results
in the program closing. What can I do?
