Confused; Infopath 2007 or Sharepoint designer?

I’m totally confused:
InfoPath 2007
Sharepoint designer 2007
Forms server
Sharepoint standard
Sharepoint Internet
Sharepoint Enterprise

What I want to do is make WEB forms that are workflow enabled, mobile forms
would be nice also.
I need a licensing structure that anyone with a computer and browser can
access the forms and not worry about having an application installed as the
perquisite for opening the form.

I am going to use SharePoint not sure which version yet, I need advice here
also.
I’m confused about the difference in servers and the development tools.
For development Which is better to use, InfoPath or Sharepoint Designer?

for form development, InfoPath is the winner. be sure to design
web-compatible forms (there is an option for it when you start the app and
choose to make a new form)

if the ones who fill out the form are not employees of your company, then
you definitely need the SharePoint Internet license, for more info, please
contact your licensing contact.
