Does ActiveSync work normally? Can you sync your Inbox, Calendar, Tasks,
etc. outside of OneNote?

You can enter these symbol replacements using autocorrect (Tools |
Autocorrect options) and have OneNote replace bogus text whenever you
type a specific string of letters. For example you might type SS and
have it replaced with §. You'll need to know the unicode value (see
below) for the symbols.

Or you can use the Windows shortcuts for directly entering symbols onto
the page: hold the Alt-key, and then type the four-digit code for the
symbol you want to insert. Release the Alt-key and the symbol will be
inserted at the insertion point.

You can find this code in the "character code" box when inserting a
symbol. You may have to pad it out to four digits by adding a zero at
the beginning.

A quick look at this dialog box yields:
Section: alt-0167
Paragraph (pilcrow sign) : alt-0182

My intended reply: <g>

Delete and recreate the partnership with your PPC. Then see if the notes
appear.

Try to "force" a ON notes copy by adding a new note on the PPC and then
cradling it again. See if your "Copied Pocket PC Notes" appears in ON
and/or in the file system (check its location under Tools | Options |
Open and Save).
