Connecting to an Archived WSS Database after decommissioning

Hello everyone! Is it possible to reconnect to a backed up Sharepoint
DB.

Here is the scenerio...
MSPS 2003 database is being decommissioned.
The Project Server DB is archived

I am considering whether to backup the WSS Config DB or simply export
the risk and issues to Excel Files.

In my mind and from what I know, there doesn't seem to be a way to
reconnect the MSPS DB with the backed up WSS DB.

If possible, can someone comment on my approach or whether there is a
way to reconnect these DBs?
