Connecting to sharepoint issue

When we publish projects, a project web space should be created automatically
for each project but this is not happening. Also, when we try accessing the
issues and risks, we get error messages:

"There are no site templates on the specified server running Windows
Sharepoint Services. Verify that the web server is properly extended with
Windows Sharepoint Services"

When we try to access the web page "computername:90/sites" we get an
unauthorized access message from IIS.

Any ideas? Thanks in advance

Definitely sounds as if Project Server is not provisioning the WSS site
(at least that was the term used in Project Server 2002). If you have
access to the Project Server Admin function via the PWA Admin tab,
check to see if project server is set to automatically create the WSS
site when an enterprise project is published. Assuming this option has
been set, then I would suggest using the Manage Windows Sharepoint
Services link to access the setup/Project Server settings for WSS. Can
you click on the TEST URL, which is adjacent to the Sharepoint Central
Administration URL? If you are able to access that page, then can you
create a new top level website? If you can, as you proceed through the
setup of the top level website, you will receive a prompt that will
allow you to select from a list of templates to use for the website,
amongst those selections is Project, as well as BLANK, TEAM etc. If you
see Project as a template selection then I believe that you have
installed the Project Templates, and the failure to establish, what I
believe is now being called a webspace (Project Server 2002
nomenclature used to refer to the sites as subwebs), is either
attributable to Project Server settings that disallow the automatic
creation of the website, or perhaps it is a permissions issue. If you
don't find the Project templates amongst the templates to select, then
I don't think the templates were installed during the WSS initial
setup.
