Connection Error 23016

I have established family email account from our existing email
account.
I have been advised by my service provider that they do not support
Mac OS X 10.3 hence I can not send and receive from these new email
addresses
When I try and send and recieve from teh NEW email address I get the
message "Could not retrieve mail from the account "XYZ"
"A connection failure has ocurred Error 23016"

That sounds like what an ISP would say. It really shouldn't make a
difference though. You just need to get your account set correctly.
