Consistency in Browser Viewing?

I designed a website with Frontpage 2003. When I look at the site on my
computer it is fine. When other people look at it it is screwed up...pictures
out of place, etc.
How can I make it consistent among the different browsers?
My page is www.theurgeaustralia.com

For starters, don't use absolute positioning, which is not supported in all
browsers.
Also, don't use "nbsp" for page layout.
