Constant format for annotations

I often have to correct some grammatical and semantic errors (not English) in
documents by adding annotations to the end of the paragraph. I want to set
some constant format to all my annotations, for example, bold and red, but
every time I insert text, the format is automatically set to that of the
paragraph, so I need to change the format manually each time. It’s tedious
and time-consuming.
I cannot use the special review balloons because actually the document is in
..rtf format and I’m not sure the writer has a recent version of Microsoft
Word or not. Maybe she is using Wordpad.
Is there any way to set the format of all the texts I input from that time
on, to a specific format I designated, instead of that of the paragraph?

You can define a character style and assign a keyboard shortcut to it, so
that you can press the keyboard shortcut and start typing in that style, but
you will have to do this each time you insert a comment. There is no way the
style will carry over from one place to another.
