Constant refreshing of page every 1 second

I've been using Office 2007 for a few weeks now, and up until yesterday, when
I started messing with MS Publisher, I've encountered a very annonying
problem.

As soon as I launch any Office program, the cursor will change into a
'hourglass' (or whatever Vista calls it) and it will be nearly impossible to
access a drop down menu to choose an option or tool from. It's not just
Office programs that will refresh, but so will Explorer, IExplorer's address
bar, and every piece of software that reads the drive for any changes in
data. The CPU cycles are also going up while the office program is active
and while it refreshes every file.

After I exit Office, the continous refreshes will go on from 1 minute to 3
minutes. Then, the refreshing stops, until, of course, I reload any Office
program.

Now, this only happened right after I starting using Word to edit an HTML
file and the MS Publisher program. This leads me to believe that MS
Publisher is the culprit. Something is telling Office to read the drive
every second.

My question is, how do I disable this constant refresh cycle every time I
load Word, for example?
