I take your question to be "is there" or "where can I find" such a template.
The answer to that question is: I am not aware of such a template at
Microsoft's web site, and that is almost the only source of Access
templates. There's no good economic model for someone to make money from
writing templates. When people are creating examples for free, it is much
simpler to create the database itself, and let people go in any modify what
they need, rather than anticipating how someone might want to customize and
creating extra forms for that purpose.
So, I would guess the probability is much higher that you might find an
example database than finding an Access template.
The only construction contract databases that I've had occasion to see were
proprietary and the owners thought they gave them a marketing "edge" that
warranted they stay proprietary. But that doesn't mean that none exists nor
that you will not be able to find one.
