Contact folders are not showing up in the "to" field

I cannot figure out how to show all the folders for my
contacts from the new message "to" field "select names"
and then "show names from the" field. Right now the
dropdown produces 2 choices, contacts and outlook address
book. I believe I need my personal address book to show
here. Any help?

No, you do not need a personal address book. Have you enabled all of your
subfolders as email address books? (R click each folder > Properties >
Outlook Address Book Tab).
