Contact list problem

As my company email is being out-sourced (hosted outside), how do i create a
global address list, i'm using outlook 2003, I've tried to create a .pst file
in the shared drive and have updated it with some contacts info, i can add
the new .pst file in and when i click the contacts tab i can see both contact
list but when i try to create a new email and entered an email address that
is in the new list, it cannot to found. how can i make the shared list be
searched first then the local contact list, I've also tried to add the new
list using address book option function but it can't seem to see the new
contact list
