Contact not appearing in Address Book

In Outlook 2002:
When I click on "To" in a new email, I only get a partial list of people from my Contacts. How can I make sure all of the email address that are in my Contacts folder are given to me as options when I click "To"?
* In searching through other threads, I did see and try following the steps in - http://support.microsoft.com/default.aspx?scid=kb;en-us;287563&Product=ol2002 - All of my settings were as they should be but I was still having this problem.

See if you can figure out which Contacts are missing. Most of the time
Contacts that fail to appear have an invalid or unresolved electronic
address.
Are newly created Contacts appearing?
Might you have more than one Contacts Folder in this profile?

2 - All of my settings were as they should be but I was still having this
